Werebear balm

I've figured out food, entertainment, and bedding. I know the location of the werebear however I don't see the hole and rope. I don't have the balm as well. Is there a certain quest I have to do to get the balm? Thanks!

Armadeus will give you the balm in the second Nightwatch headquarters.

 

I don't think the hole will appear until you get the balm, and, of course, it has to be night.

there is a yellow bag in the hole and however I tried to reenter the hole robin said I won't go down there again.

 

does this bag important and how to get it anyway

There was nothing important in the hole, except for the encounter with the werebear.  Once you've been down there once, you don't go down there again.
